The Royal City Council met in regular session on Wednesday, February 10, 2010 at the Royal Community Building. Mayor Virelli called the meeting to order at 6:30 p.m. with the following council members present: Arlene Wimmer, John Roberts, Bill Burgeson, Johnnie King, Monica Kelly. Barb Fletcher, city clerk; Mike Buren, city employee and Fred Laubenthal were also present.
The minutes of the previous meeting had been read by the council. M. Kelly made a motion to approve the January minutes. J. Roberts seconded. All ayes; motion carried. The financial statements and bills for February were looked over by the council. Discussion followed on the new financial statements from the Quicken software. A. Wimmer made a motion to approve the financial statements and bills. J. Roberts seconded. All ayes; motion carried. Fred Laubenthal of 103 Church Street was present to request a building permit. He wishes to add on a 14' x 16' addition to the back of his current garage. After discussion, M. Kelly made a motion to approve this permit. B. Burgeson seconded. All ayes; motion carried. The council thanked Fred and he left the meeting at 7:05 p.m. Mike Buren gave his maintenance report. He presented a list of needs that the city will need to be considering in the next few years. The list was gone through by the council and discussion followed. Barb presented her clerk's report. The vacuum cleaner was recently repaired and the possibilities of purchasing a new one were discussed. This was tabled until the March meeting. She will also get prices on a new computer which would be purchased in the next budget year. AgPartners Inc. had requested that the city sand their lots when the city does street sanding. After discussion, the council agreed to do it for a charge. Water and sewer rates were discussed. Iowa Lakes Regional Water will be raising rates in June to the city. After discussion, A. Wimmer made a motion to leave water minimums the same and charge $6.00 per thousand after that and to leave sewer minimums the same and charge $3.50 per thousand after that. M. Kelly seconded. All ayes; motion carried. This increase will take effect June 2010 and the lawyer will draw up a new ordinance to be read at the next three meetings. The budget for 2010-11 was gone over by line item by the council. The budget hearing was set for Wednesday, March 10th at 6:30 p.m. M. Kelly made a motion to adjourn the meeting. J. King seconded.
