The Royal City Council met on Wednesday, March 10, 2010 at the Community Building. Mayor Pro-Tem Burgeson called the budget hearing to order at 6:30 p.m. with the following council members present: Arlene Wimmer, John Roberts, Johnnie King, Monica Kelly. Absent: Mayor Virelli. Barb Fletcher, city clerk; Mike Buren, city employee and JoAnn Fahnlander of the Everly-Royal News were also present. The clerk reported she had received no oral or written comments regarding the budget. The council reviewed the budget. The proposed revenue for the 2010-11 budget year is $358,182 and the proposed expenditures are $370,842. M. Kelly made a motion to approve the 2010-11 budget, Resolution #10-07. A. Wimmer seconded. Roll Call Vote - Ayes: J. Roberts, J. King, A. Wimmer, M. Kelly. Resolution approved. Mayor Pro-Tem Burgeson adjourned the budget hearing at 6:40 p.m. and opened the regular meeting.
The minutes of the previous meeting had been read by the council. M. Kelly made a motion to approve the minutes from the February meeting. J. King seconded. All ayes; motion carried. The financial report and bills for March were looked over by the council. After discussion, A. Wimmer made a motion to approve the financial report. M. Kelly seconded. All ayes; motion carried. There were no building permits at this time. Mike Buren gave his maintenance report. He reported that he has some extra help lined up to run the tractor pump when necessary. He has spoken with a company about water instant read meters and will get more information to the council next month. Barb gave her clerk's report. She passed around correspondence to share with the council. Councilman Burgeson had attended a meeting with FEMA in Cherokee recently and signed the city up for funding for help with snow removal expense this winter. Each organization will now be contacted individually. Barb read a letter requesting support from a proposed Clay County Visual Arts Festival. No action was taken. Mayor Pro-Tem Burgeson read proposed Ordinance #100. This ordinance raises water and sewer rates. The water will be raised to $6.00/thousand after the minimum payment of $15.00. The sewer will be raised to $3.50/thousand after the minimum payment of $11.00. M. Kelly made a motion to approve the 1st reading of said ordinance. A. Wimmer seconded. Roll Call Vote - Ayes: J. Roberts, J. King, A. Wimmer, M. Kelly. 1st reading approved. The next reading will be at the April meeting. M. Kelly made a motion to approve a renewal of a liquor license for Frederick's Market. J. Roberts seconded. All ayes; motion carried. J. Roberts made a motion to adjourn the meeting. M. Kelly seconded. Meeting adjourned at 7:20 p.m. Pamela Virelli
